Accessible PDF Compliance

Accessible PDF compliance is the practice of producing PDF documents that meet formal accessibility standards — chiefly PDF/UA (ISO 14289) and the document-applicable requirements of WCAG — so that people using screen readers, magnifiers, and other assistive technologies can actually use them. Compliance is concrete and testable: every page element must be tagged with its semantic role, reading order must be defined, images need alternative text, tables need header relationships, form fields need labels, the document language must be declared, and text must be real text rather than an image.

The compliance gap in most organizations is enormous, because PDFs accumulate from sources that never considered accessibility: scanned paper (pure images), design tools that export untagged output, and decades-old archives. Remediation traditionally meant a specialist manually tagging each document — viable for a handful of key publications, hopeless for a repository of millions. This is where document AI has changed the economics: OCR recovers text from scans, layout analysis reconstructs headings, tables, and reading order, and automated tagging applies the semantic structure, with human review concentrated on the documents and elements the models flag as uncertain.

Verification matters as much as remediation. Automated checkers (such as the Matterhorn Protocol test suite for PDF/UA) catch structural failures, but some criteria — is the alt text meaningful, is the reading order sensible — require human judgment. Regulated and public-sector organizations increasingly treat accessible PDF compliance like any other audit obligation: with documented processes, sampling-based QA, and records showing which documents were remediated, when, and how.
